Sexual Displays and Pride Camp Spark Controversy in Fayetteville

Sexual Displays
At a recent Town Council Meeting in Fayetteville, WV held on June 18, I spoke on behalf of locals in this community who have a concern about zoning with regard to sexual entertainment being hosted in the heart of town at Southside Junction Tap House.
I contacted our town government, including Mayor Cruikshank and all town councilors regarding the question about zoning for adult entertainment. A response was received from five out of 9 people; only two town councilors responded, Councilor Okey Skidmore and Councilor Gabe Pena. To be fair, Councilor Stanley Boyd spoke to me after the Town Council Meeting to say he had responded to my query via email, but I did not receive it. He then answered in person.
The restaurant, located across the street from the Fayette County Courthouse, hosts periodic adult entertainment that includes provocative sexual displays by men dressed in women's undergarments. The business is not registered as an "Adult Business" but, according to Fayetteville municipal code 1323.03 section c, it would suggest governance as an Adult Business:
"In the event that an activity or business which might fall under a use category other than adult business is combined with or includes activities which constitute an adult bookstore, adult movie theater or movie house, or adult entertainment, as defined herein, then such activity or business shall constitute an adult business and shall be governed by provision applicable to adult business uses."
According to Fayetteville Municipal Article 1305 regarding definitions, "Adult Entertainment" means "any establishment providing, either as a sole use or in conjunction with or in addition to other uses, entertainment consisting of the use of nudity or of live dancing, posing, displaying, acting, or other live presentation or use of persons whose actions are distinguished or characterized by emphasis on use of the human body in a manner intended to or resulting in arousal of sexual excitation or sexual titillation or a prurient interest or intended to or resulting in producing lustful emotions." Many towns and cities around West Virginia use the same language in their municipal codes, although some variations occur based on the will of the town government.
Being governed as an "Adult Business" would provide limitations on location, signage, and visibility. To quote again from Fayetteville Codified Municipal Ordinance 1323.03:
(e) No adult business shall be located within five hundred (500) feet of a residential district or any property on which a dwelling is situated.
(f) No adult business shall be located within five hundred (500) feet of a school, park, library, child day care center or place of worship.
(h) All doors, windows, and other apertures shall be located, covered, or screened in such a manner as to prevent viewing the interior of the establishment from a public street or sidewalk.
(j) No exterior signage, building element, advertisement, display, or other promotional material shall be pornographic in nature or convey any such idea or element to specified anatomical areas, as defined in this code.
Interestingly, the restaurant hosting such events does cover windows and apertures prior to the sexual shows even though photographs of the live entertainment are posted freely for public consumption on social media afterwards. There is a private residence next door and three places of worship within close proximity.
Fayetteville Signage
I also addressed the issue of profanity on public signs in town with Town Council in light of a recent episode using profanity to advertise alcohol. Fayetteville's Article 1325 covers all sorts of details related to sign regulations. Seven pages worth. The regulations cover permitting, aesthetics, traffic and pedestrian safety, prohibitions, placement, measurement & dimensions, maintenance, nonconforming signs & temporary signs. For all the regulations there, nothing exists regarding profanity on public signs.
When the offensive sign was called to the attention of Town Council on the weekend of May 29-30, the owner of the sign was contacted and asked to remove it from the public sidewalk. It was removed and the restaurant apologized publicly, stating in a facebook post that they had failed to adequately "read the room" which led to their vulgar humor falling flat.
I submitted to Town Council that our municipal codes on signage should be amended to include a prohibition on profanity since there is a genuine ignorance as to what is considered appropriate for the integrity of our little town. Town Attorney, Carl Harris replied that it couldn't be done because, to include a section on language, could violate the U.S. Constitution regarding free speech laws.
Of note, at the Fayetteville Town Park, there are multiple signs posted to address public behavior, such as showing respect for others and refraining from using profanity:
Perhaps since the municipal code cannot be amended, a sign at Town Hall or a written agreement would be appropriate for people conducting business in Fayetteville, to remind them to be considerate of others. Something that would serve as a general guideline for those still maturing and not clear on the boundary distinguishing decent from the obscene.
In the meantime, it's up to the conscience and actions of the local population to implement these boundaries.
Pride Summer Camp
Last, but certainly not least, the issue of the summer camp to celebrate sexual identities came up at the Town Council Meeting toward the end of the evening. This event is hosted by The Outpost, located on Fayette Station Rd, within city limits.
There was discussion among the council about voting on special events in order for businesses to have a temporary license to sell alcohol. It was made clear that The Outpost now has their own bar and license and did not need to apply to the town for a temporary permit.
The Pride Summer Camp is for all ages, but they have specified an evening dance drag party for 21 years old and above. It is unclear if the WV Alcohol and Beverage Control Administration will be there to monitor ID's and to ensure children will not be present. The discussion among Town Council indicated that they are the choice organization to oversee such an event and conversed about making a phone call to secure their presence.
At the end of the evening, Councilor Okey Skidmore raised the question about traffic and the shuttle service taking people to The Outpost and if it might cause any congestion in town.
It was determined that council had no part in voting or arranging a shuttle service for this event, but reading through the Events portion of The Outpost website, the Board of Education parking lot is stated as the pre-arranged location of shuttle service:

This led me to contact Fayette County School Superintendent, Mr. David Warvel, who I spoke with on the phone this morning. I explained that I was seeking clarity on whether the Board of Education had an agreement, verbal or written, with The Outpost, to use this property to shuttle people, including children, to a summer camp based on sexual identities as well as a dance party for 21 years and above.
Mr. Warvel said that he "didn't know anything about it" and there was no contract, verbal or otherwise for The Outpost to use this state government property to transport people to a pride event.
Additionally, it was relayed via phone message that the Director of Transportation for Fayette County Schools, Chad Meador, also did not know anything about this event or any such arrangement to use the Board of Education parking lot for shuttles.
Mr. Warvel explained that the only agreement they have with the town of Fayetteville and Fayette County Chamber of Commerce is for shuttling from the Board of Education parking lot for Bridge Day and 4th of July Festivities. He indicated that they do have a facilities agreement form and protocol to navigate when someone wishes to use this property, but no one contacted him regarding use for the Pride Summer Camp.

Hatred dressed up as faith is still hatred—and twisting scripture to justify cruelty is closer to heresy than holiness. Gregory Gray - Poppycock. These events hurt no one, they bring revenue to this little town, they foster community spirit (At least among those with open minds in the year 2026) and show the outside that we’re not stuck in 1950. Residents would do well to support these events and move into the current century.

Mike Rose - The police are responsible for enforcing any laws. The officers need to be knowledgeable concerning what is legal or not. Legal signage is rarely read or even noticed. There are a few decent people left in Fayetteville, but that number is falling.

Christopher Simonds - Thank you for putting in the work. I live in Oak Hill and as stated by previous citizens of Fayette County I don't even like coming to the county seat to pay my taxes. Truly disgraceful what is happening there! Question though, will the school boards property still be used for shuttles?

The minority has taken over what used to be our little Mayberry and we’ve let them! GOD’s not pleased! Sodom and Gomorrah.

Jacqueline Moerman - I have been on the facebook posting from WOAY I saw yesterday talking about this incident at the Park and the Drag Queens being there and had quite the discussion with some of the people excited about going. I applaud your effort to help protect this area from this degrading show that they put on. Thank you.
